Brown joined the Bowie State University Department of Athletics as an Administrative Assistant in 2025. She brings more than 25 years of professional experience in administration, leadership, and event operations, along with a long-standing connection to collegiate athletics.
Brown has served on the scorer’s table staff for Bulldog basketball since 2008, managing game clock operations, scorebooks, and assisting with televised broadcasts. She also works with the Central Intercollegiate Athletic Association (CIAA) as part of the men’s and women’s basketball tournament staff and has contributed her expertise to professional organizations such as Monumental Sports, supporting both the WNBA’s Washington Mystics and the NBA G-League’s Capital City Go-Go.
Beyond basketball, Proctor Brown has officiated high school and youth sports through the International Association of Approved Basketball Officials (IAABO), the Washington District Football Officials Association, and the Beltway Region Volleyball Officials. Her diverse experience in officiating and operations underscores her commitment to sports at every level.
Prior to joining Bowie State Athletics full-time, Proctor Brown retired from the Maryland-National Capital Park & Planning Commission, where she served as a manager and supervisor in zoning, land development, and information services. In that role, she led a team of six professionals, oversaw multimillion-dollar budgets, and worked closely with developers, architects, attorneys, and county officials to ensure accuracy in planning and zoning processes.
Proctor Brown is skilled in organizational management, customer service, and public speaking, and is also a certified Notary Public. She resides in Lanham, Md.
