In 2020, Goggans would move on to Barton College, a DII start up program in Wilson, NC. During the 2020-2021 season as the quarterbacks coach he would assist with one of the most successful opening seasons of any start up program. In the 2021 season, Barton would finish 6-5 and red shirt freshman Jordan Terrell under the guidance of Goggans would go on to finish second in rushing for DII with 1,843 rushing yards and 15 rushing touchdowns, while freshman quarterback Jaquan Lynch would go on to throw for 1,702 passing yards and 11 passing TDs to go along with seven rushing TDs.

Goggans went to University of Arkansas at Monticello in 2019 from the University of Colorado. At Colorado, Goggans was a Quality Control Coach working with the wide receivers. In 2018 at CU, Goggans helped in the development of First-Team All-Pac 12 and Second-Team All-American Laviska Shenault Jr. along with sixth-round NFL Draft pick of the Denver Broncos, Juwann Winfree. As a whole, the CU wide receiver core went for 2,754-yards receiving and 16 TD catches in 2018.

Prior to Colorado, Goggans coached the quarterbacks at Western New Mexico University. In 2017 at WNMU, Goggans helped Javia Hall finish second in the Lone Star Conference in passing yards per game with 300.6 and accounted for 24 passing TDs during the regular season.

During the 2016 Season, Goggans coached the quarterbacks and running backs at Louisburg Junior College in North Carolina. At LC, he helped lead the Hurricanes to its first undefeated season in school history. He also had two quarterbacks go on to play FBS and Division II college football while having four of his running backs continue to play for a four-year college football team from FBS to the Division II level.

Before getting into coaching college football, Goggans played quarterback at FCS North Carolina Central University. Goggans was recognized as one of the most important newcomers of the year early in the 2012 season in the Mid-Eastern Athletic Conference (MEAC) before a knee injury sidelined him the remainder of his time at NCCU.

Goggans graduated from NCCU with a Bachelor's of Arts Degree in Mass Communications in 2014. Eventually, he went on to be a graduate transfer and finish up his playing time at Division II Bowie State where he would lead the Bulldogs to a return in the CIAA title game for the first time in 10 years.

Goggans is the son of Steve and Joyce Goggans. Goggans twin brother Adam Goggans also coaches college football. Goggans is from Pine Grove, Cal.
